RESEARCH COLLABORATION OPPORTUNITIES EC PROPOSES 80 BILLION FOR HORIZON 2020 The EC has made a proposal for the EU budget for the next programme period (2014-2020). Known as the Multi-annual Financial Framework (MFF), the EC has proposed a budget of €1,025 billion in commitments and €972.2 billion in payments. The proposal also contains the financial plans for the successor programme of FP7, Horizon 2020, which is proposed to have a budget of €80 billion. The budget for FP7 stands at €52 billion. In addition, the fields of education and vocational training are to be strengthened and it is proposed to overcome current fragmentation in the area by creating a new integrated programme for education, training and youth. The budget earmarked for this is €15.2 billion, and the aim is to have a clear focus on developing skills and mobility. It is also proposed to increase spending on environmental and climate change issues, with spending on climate-related issues to increase by at least twenty per cent compared to current levels. The EC's proposal on the MFF is formed of two parts. Part one is the more general strategy text and contains the budget proposal itself. Part two contains short fiches on every budget line, including a fiche on Research and Innovation and Education and Culture. In terms of the process to follow, the proposal will now be looked at by the EP and Council and it is likely that amendments will be made to the current proposal before it is finally adopted. Formally, the MFF is approved by a unanimous decision of the Council of Ministers, but not before the EP has given it its consent. Negotiations on this are likely to take a number of years before final agreement is reached. For further information, please click on this link.
